The Human Resources Advisor plays an important role in advancing the strategic and cultural objectives of Kenora Chiefs Advisory (KCA). Reporting to the HR Director, this position supports the implementation of people and culture initiatives that strengthen workforce planning, talent development, employee engagement, and organizational effectiveness.

Moving beyond traditional administrative functions, the HR Advisor provides trusted guidance and support to leaders and staff, ensuring HR practices reflect KCA’s commitment to inclusivity, cultural safety, and community-centered values. The role is responsible for carrying out people-focused strategies that promote employee wellness, professional growth, and a respectful, high-performing workplace, while maintaining compliance with employment legislation and cultural safety standards.

Position Reports to:        Director of Human Resources

Duties and Responsibilities

  • Lead full-cycle recruitment and onboarding processes, including developing and updating job descriptions, coordinating interviews, and conducting reference checks.
  • Support workforce planning by developing and implementing recruitment and retention strategies in collaboration with senior management to attract, retain, and plan for future talent needs.
  • Support performance management by guiding Managers on employee relations, performance evaluations, and progressive discipline.
  • Ensure compliance with cultural safety guidelines, labor laws, and privacy/security legislation (PIPEDA, PHIPA, OHS)
  • Collaborates with Benefits & Compensation Specialist to maintain accurate employee records and ensure efficient HR operations.
  • Support the development, implementation, and consistent application of HR policies and procedures across the organization.
  • Work with Program Managers to integrate community feedback and cultural insights into HR practices.
  • Assist in developing and delivering orientation, training, and professional development programs that strengthen employee engagement and organizational capacity.
  • Provide guidance on employee wellness and engagement initiatives to foster a positive work environment.
  • Provide support across the Human Resources team as required.
  • Perform other duties as assigned.

Qualifications, Qualities, and Competencies

  • Diploma or certificate in Human Resources, Business Administration, or a related field; or equivalent experience.
  • Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
  • Excellent communication skills, both verbal and written, with the ability to build positive relationships and foster collaboration.
  • Demonstrated strategic thinking and data-driven decision-making that supports organizational goals.
  • Proven ability to recruit, retain, and develop talent through effective workforce planning and succession management.
  • Acts as a trusted coach and mediator, promoting equitable and constructive performance management.
  • Promotes cultural awareness, inclusion, and respect, integrating community values into HR practices.
  • Ensures compliance with legal, ethical, and cultural safety standards (including PIPEDA, PHIPA, and OHS).
  • Collaborates effectively across departments and committees to deliver integrated HR solutions.
  • Champions workplace health, safety, and wellness to promote a respectful and thriving environment.
  • Demonstrates adaptability, innovation, and a commitment to continuous improvement.
  • High level of integrity, discretion, and professionalism in handling confidential information.
  • Awareness of diverse work environments; experience working in or alongside First Nation communities is considered an asset.

Working Conditions

This position is based at 240 Veterans Drive, Kenora, Ontario, with occasional travel to community sites as required. The role involves working both independently and collaboratively within a fast-paced, team-oriented environment, balancing multiple priorities while upholding confidentiality and professionalism.

  • Current satisfactory Criminal Records Check
  • Willing to travel according to program needs
  • Understanding of the Ojibway language is an asset
