Position Description

Reporting to the Program Manager of Social Services, the Eligibility Review Officer shall be responsible for conducting investigations into allegations of fraud or other situations where eligibility or Ontario Works recipients are questioned and conduct proactive reviews where discrepancies have been identified by the program. This position will work closely with the five (5) First Nations Ontario Works Delivery Agents affiliated with the MSSI Initiative program and the Ontario Disability Supports program in accordance with KCA policies and relevant ministry guidelines.

Salary:                      $ 50,000 -60,000 Per Annum

Location:                  240 Veterans Drive, 3rd Floor, Kenora, Ontario

Reports to:               Program Manager of Social Services

Responsibilities

  • Conduct investigations into allegations of fraud or other situations where eligibility of Ontario Works recipients are questioned and conduct proactive reviews where discrepancies have been identified by the program
  • Update and provide input to the local policy and procedures for the First Nation Ontario Works staff to follow relating to eligibility complaints.
  • Record and document in full all eligibility complaints from internal and external referrals and enter them into the First Nations operating/file system.
  • Ensure the First Nations Ontario Works staff conduct a preliminary review of the case prior to referring the case to the ERO.
  • Maintain a confidential filling system for safekeeping of all eligibility complaints/referrals to the ERO.
  • Conduct investigations of eligibility complaints and keep all supporting documentation to either support or negate the allegations.
  • Prepare a written report for review by the ODSP Program Manager with recommendations following all investigations.
  • Monitor all ongoing files ad provide updates to the ODSP Program Manager
  • Complete and maintain all statistics and reports pertaining to ERO
  • Ensure all recommendations are clearly documented in the file and followed through with accordingly.
  • Attend all court cases in relation to any fraud investigations completed.
  • Prepare all submissions to and attend Social Benefits Tribunal hearings.
  • Additional duties as required

Qualifications

  • Degree or diploma in Social Services or related field and/or 3-5 years of related experience
  • Detailed knowledge of Ontario Works Social Assistance Program and knowledge of other relevant government programs
  • Knowledge of the judicial and appeal proceedings as they apply to social assistance matters
  • Ability to understand and interpret legislation
  • Investigative experience and problem solving skills
  • Ability to analyze and summarize information, write detailed, factual report, perform arithmetical calculations and use relevant computer hardware and software
  • Well developed written and oral communication skills including negotiation, interviewing and interpersonal
  • Good organizational skills
  • Ability to exercise good judgement and use discretion, work independently and as a team member
  • Understanding of the Ojibway culture, language and First Nations Communities is a definite asset
